The trough lies at 5-6 degrees latitude and 107-108 degrees longitude, it said.

Truong Sa (Spratly) Island, the seas off the region between Binh Thuan and Ca Mau Provinces and Ca Mau and Kien Giang Provinces and the Gulf of Thailand are likely to see storms.

In a dispatch to south central, southern, and Central Highlands provinces the same day, the National Steering Committee instructed local authorities to keep a close eye on weather changes, brace for heavy rains, and prohibit boats from going out to the southern part of the East Sea and the waters off Ca Mau and Kien Giang Provinces.

The sea off the Philippines saw another low-pressure system develop November 23.
