10th National Party Congress Successfully Concludes

The 10th National Party Congress has come to a successful conclusion after eight working days. In his closing speech, General Secretary Nong Duc Manh summarized main programs of the 10th National Party Congress.

The Congress discussed and adopted important documents such as Political Report, Report on Five-Year Action Plan on Socio-Economic Development Goals for 2006-2010, Report on Party Building and the amended and revised Party Rules.

The Congress elected a new Party Central Committee, he added, consisting of outstanding representatives of 3.1 million Party members nationwide who meet the criteria on qualifications and ethics in order to take charge of the important duties assigned by the Party and the people.

The documents approved at the Congress, General Secretary Nong Duc Manh said, were "the results of the intellect and the will of our entire Party and people, the in-depth practical and theoretical summation of 20 years of Renovation and the improvement and development of the policy and philosophy of renovations in the current period of our country's revolution."

He said the Congress showed the tremendous determination of our Party to lead the entire Party, people and military to strive to strengthen the Party’s leadership and capacity for struggle and quickly deliver our nation from underdeveloped status, creating a foundation for turning our nation into a modernized and industrialized country by 2020.

The Congress set major goals to continue the cause of Party building, raise the intellectual level and ethical stance of the Party and make it pure and strong in terms of politics, ideology and organization with solidarity, close connection with the people, scientific leadership methods and capable and ethical staff.

Mr. Nong Duc Manh stressed effective methods to develop socialist democracy, build a strong political system, and strengthen the fight against corruption, wastefulness and bureaucracy. The Party is determined to prevent and deal with serious offences, to make radical changes in the main task of Party building so that it deserves the leading force of the working people of Viet Nam.

In his closing speech, Mr. Nong Duc Manh also appreciated the devotion of many comrades in the Party Central Committee, the Politburo and the ninth-tenure Secretariat, who were not re-elected in the tenth-tenure PCC, and expressed his wish that they will continue to contribute their capacity, intelligence and experience to the revolutionary cause of the Party and the people.

On behalf of the tenth-tenure PCC, Mr. Nong Duc Manh promised to devote his full capacity, intelligence and ethics, along with the whole Party, the people and the army, to the execution of the Congress Resolution.

He stressed that the success of the 10th National Party Congress has strongly encouraged the Party, people and military to move forward, seize opportunities and overcome challenges to the continued and more comprehensive implementation of renovation process.

He urged Party organizations to study thoroughly and grasp the policies and directions adopted by the Congress, conduct extensive educational campaigns within the Party and among the people on the results of the Congress, map out detailed plans to implement the Resolution, turn the Resolution into revolutionary actions of the Party, people and military and create clear and effective breakthroughs in all fields in the early months and years of the five-year plan for 2006-2010.
