Five former PMU 18 members prosecuted in corruption scandal

The Supreme People’s Procuracy has completed the indictment for additional hearing in the four-year-old Project Management Unit 18 (PMU 18) corruption case.

According to the indictment, former PMU18 director Bui Tien Dung is prosecuted for “Intentionally violating State economic regulations causing serious consequences.”

Four of his ex-colleagues are charged with “misappropriation of assets.” They are Vu Manh Tien, former secretariat chief, Bui Thu Hanh, former accounting official, and Le Thi Thanh Hoa and Nguyen Thanh Son, both former deputy head of Project Management Division 6 under PMU 18.

Also allegedly involved in the scandal was Pham Tien Dung, former head of PMU 18’s Planning Department, but he suddenly died in custody on July 12.

According to the indictment, between 1998 and 2005 Mr.Dung used two office cars for his personal needs and illegally let out seven others, causing a total loss of nearly VND2.7 billion (around US$150,000) to the Government.

Mr.Tien pocketed more than VND690 million (US$38,300) by hiring out cars and office space.

Ms.Hoa and her deceased husband Dung pocketed VND516 million by leasing houses.

Nguyen Thanh Son appropriated VND225 million in the same manner, while Bui Thu Hanh embezzled more than VND88 million from alleged payroll and stationery-purchase frauds.

The PMU 18 is an agency under the Ministry of Transport that handles road and other infrastructure projects.
